Association for Environmental Management for the Seas of East Asia (PEMSEA) is a regional cooperation program implemented by the United Nations Development Programme (UNDP) and executed by the United Nations Office for Project Services (UNOPS). The project, initiated in 1994, was originally known as the prevention and control of marine pollution in the seas of East Asia.

In December 1993, several pilot sites for integrated management (ICM) have been established, including Xiamen (China) and the Bay of Batangas (Philippines), who helped launch the effort to solve the problems of marine pollution in the Straits Malacca and Singapore Straits.
